Introduction:
The removal of poverty has been the major focus of the Government's efforts. Under the Integrated Rural Development Program (IRDP), efforts have been made to endow the poor with assets to promote rural self-employment. During the Seventh Plan period 18.2 million families were assisted under this step and other wage employment programs generated 3.5 million
mandays of employment. There are programs for training of rural youth as well as for the promotion of socio-economic activity among rural women.
The National Rural Employment Program (NREP) aims at creating additional wage employment
opportunities in rural areas simultaneously with the creation of community assets. The Jawahar Rozgar Yojana seeks to ensure 180 man-days employment to at least one member from families below the poverty line.
As a welfare State, India is committed to the welfare and development of its people, particularly the vulnerable sections like the scheduled castes
(SCs), scheduled tribes (STs), backward classes, minorities and the handicapped. There are specific articles in the Constitution, which outline this commitment. The strategy adopted for these aims at minimizing inequalities in income, status and opportunities. This section of the society constitutes nearly 85% of the population. The task is gigantic for a country with limited resources.
Science & Technology Entrepreneurship Development Division
(STED) Rajasthan
As per the national policy eradicating poverty & removal of drudgery,
GOI has launched Entrepreneurship Development Programmes under guidance and
assistance of National Science & Technology Entrepreneurship Development Board
(NSTEDB), Department of Science & Technology, Government of India, New Delhi.
With nodal agency in early state, accordingly department has implemented this
scheme with the aim of generating "self employment" and to develop the spirit of
selfreliance among the S&T personals with special reference to youths & rural
masses. To achieve the goal various programmes are organised as follows :-
1. Entrepreneurship Development Programme (EDP)
2. Entrepreneurship Awareness Camps (EAC)
3. Entrepreneurship Motivation Camps (EMC)
Through Head Quarter, located at Jaipur in various districts of state with the help of its regional offices functioning at Jodhpur, Bikaner, Udaipur, Kota and Ajmer.

To implement entrepreneurship developmental programme 50% of funds are provided
by department of science and technology, New Delhi under centrally sponsored
schemes as central share and remaining 50% provided by DST, Govt. of Rajasthan
as state share. While some of the programmes like EAC & EMC are funded through
state plan only.
ENTERPRENEURSHIP DEVELOPMENT PROGRAMMES (EDP)
At present, Department is acting as coordinating agency between NSTEDB, Govt. of
India and the professional institutions in the state. In this programme
intensive Technical Training is being imparted for setting up SSI units.
Efforts are being made to organise result oriented activities by involving small
scale industrial sector of the state as well as financial institutions for
tapping natural/financial resources available within the State. Thus, enable to
generate "Self Employment" opportunities and generate a feeling of "SELF
RELIANCE" among youths.
Entrepreneurship Development Programmes are organised by department through
various agencies like Rajasthan Consultancy Organisation (RAJCON), Jaipur, STED
Project, Bikaner, Entrepreneurship Development Cell (EDC), Jodhpur, HCM-RIPA,
Udaipur at different district head quarters of the State. Duration
of this intensive training programme is of 6 weeks duration. All students/persons from the faculties of
science/technology can take part in these training programme.
